With the new VAT system, intra-community supplies of goods are exempt from VAT in the State to which the transferor (Seller) who transfers goods or services to a VAT taxable person in another Member State, who will pay VAT upon arrival, belongs. Therefore, intra-community supplies can only take place between subjects who have a regular VAT number in any of the Member States.
Any taxable person carrying out such transactions must therefore be able to quickly and easily check that their customers in another member state are taxable persons and are in possession of a valid VAT identification number.
In order to allow a flow of data across internal borders, the VIES (Vat Information Excharge System) was established, a computerized system that allows companies to quickly obtain confirmation of the VAT numbers of their customers and administrations to check the flow of intra-community trade, noting any irregularities.
